Name of the scheme

Financial Assistance for Higher Studies

2.

Physical target

The physical targets of the scheme depend upon list of eligible students applyingfor the financial assistance and the list of requirement submitted by SDWOs.

3.

Objective of the scheme

The objective of the scheme is to provide financial assistance for higher studies like IIT, IT, MBBS, MBA, Engineering and such other technical/higher education including higher studies in Administration, Medical, Engineering, Technology, Research within and outside the State/Country,to the students belonging to the Tea Tribes community.

Name of the implementing agency

Directorate for Welfare of Tea & Ex-Tea Garden Tribes.

Method of implementation

The Directorate, on receipt of Govt. sanction, publishes newspaper advertisements, in at least two local dailies,calling for applications from students belonging to tea tribes’ community. The students are to submit their applications to the respective Sub-Divisional Welfare Offices where the applicant belong to.

The Sub-Divisional Welfare Officers receive the applications and after enlisting the names get it approved by the Sub-Divisional Beneficiary Selection Committees and submit the same to the Directorate.

The Directorate prepares the final list and gets the approval ofthe Chairman, State Level Advisory Committee.

The scholarships/financial assistance then are disbursed directly to the bank accounts of the eligible students throughe-transfer.

Eligible Criteria

Eligibility criteria for Financial Assistance for Higher Studies are as given below:

  • The applicant must be a citizen of India.
  • He/she should be a permanent resident of Assam and must belong to tea tribes’ community.
  • He/she must produce Caste certificate. The certifying authority is the Deputy Commissioner of the concerned district and the Director, Welfare of Tea & Ex-Tea Garden Tribes, Assam is the countersigning authority.
  • The applicant must produce admission receipts.
  • Only economically weaker sections of the students of the Tea & Ex-Tea Garden Tribes are eligible to apply under this scheme. Applicants must submit income certificate of their Parents/Guardian.

Application Procedure

Applications in the prescribed form should be submitted to the respective Sub-Divisions where the applicants belong with the following information:-

(1) Name of the candidate, (2) Age (as on 1st Jan. of the year of application), (3) Father's name and permanent address, (4) Full correspondence address, (5) Telephone/Mobile No., (6) Percentage of marks in HSSLC and above, (7) Name of the course and duration of study undergoing, (8) Amount of annual course fee, (9) Father's/Guardian's annual income (supported by income certificate), (10) Name and address of the institution where studying, (11) Caste certificate (TGL).

Selection of process

The Sub-Divisional Beneficiary Selection Committees headed by Minister / MLA / Deputy Commissioner / SDO (C) selects the eligible students and submit the list to the Directorate.

The Committees are constituted through Govt. notifications and comprises the following as the Chairman, Member Secretary and Members:-

The Director takes the approval of the Chairman, State Level Advisory Committee (SLAC) while finalizing the list of beneficiaries.

9.

Rates of Financial Assistance

Rates of Higher Studies Scholarship:

Group - A

Rs. 35000/- p.a

MBBS, BDS, MAMS, BAMS, BVSc, MVSc, IIT, BE, B.Tech, M.Tech, Architecture and equivalent

Group - B

Rs. 30000/- p.a

MBA/BBA, M.Sc (Agri), B.Sc (Agri), B.Sc (Bi-Tech), and equivalent

Group - C

Rs. 25000/- p.a

Post-graduate courses (Like – MA, M.Sc, M.Com, MSW and equivalent) LAW, Research Work.

10.

Distribution procedure

Financial grants are disbursed to the bank accounts of students/candidates through e-transfer.

11.

Maintenance of records and Monitoring

The Directorate maintains proper records and monitors the implementation of the scheme.

12.

Submission of progress report

The Directorate submitsregular progress reports to the Govt.

13.

Submission of utilization certificate

The Directorate submits the utilization certificate to the Govt. in time.

14.

Audit by the AG (Audit), Assam

Mandatory Audit by the AG (Audit) Assam is conducted on an annual basis for which the Tea Tribes Welfare Department ensures regular and timely audit of the accounts of the Director, Welfare of Tea & Ex-Tea Garden Tribes, Assam by the AG (Audit), Assam.

Targeted period of completion

31st March of each financial year.
