Guideline for Implementation of the SchemeTraining of ANM/GNM and Para-Medical Courses for Self-employment (Women Empowerment)

1.Name of the schemeTraining of ANM and Para-Medicals for self-employment (women empowerment).
2.Objective of the schemeThe objective of the scheme is to provide assistance towards training of ANM/GNM/ BSc Nursing/ Para-Medical and other job assured courses to the Tea Tribes youths for their employment/self-employment.
3.Physical targetThe physical target includes sponsored candidates in various nursing schools/institutes and the number of lists of candidates pursuing such courses in other institutions of the State, submitted by the Sub-Divisional Beneficiary Selection committees to the Directorate. Financial assistance including course fee, tuition fee/mess dues etc. are provided to the bank accounts of the institutes where the candidate are sponsored; and in case of other eligible candidates, the assistance in the form of scholarships are disbursed directly to the bank accounts of the beneficiaries through e-transfer.
4.Name of the implementing agencyDirectorate for Welfare of Tea & Ex-Tea Garden Tribes.
5.Method of implementationThe Directorate for Welfare of Tea & Ex-Tea Garden Tribes, publishes advertisements inviting applications in prescribed format for admission in to the courses of ANM/GNM/BSc Nursing and Para-Medical courses in local newspapers (at least two news papers). Applications have to be submitted to the respective SDWOs. Selections of eligible candidates are done by the Sub-Divisional Beneficiary Selection Committees as per the Sub-Division wise allocation of seats and in line with the norms and requirement of marks fixed by the Nursing Council of India. In case of other eligible candidates applying for scholarships under the scheme, the selection is carried out by the Sub-Divisional Beneficiary Selection Committees, and the lists are submitted to the Directorate. The Directorate finalizes the list and places it before the Chairman, State Level Advisory Committee for his approval. The scholarships are then disbursed directly to the bank accounts of the beneficiaries through e-transfer.
6.Eligibilities criteriaa) The Candidate should be a citizen of India.
b) The Candidate be a permanent resident of Assam and must belong to tea tribes' community
c) He/she must produce Caste certificate. The certifying authority is the Deputy Commissioner of the concerned district and the Director, Welfare of Tea & Ex-Tea Garden Tribes, Assam is the countersigning authority.
d) For ANM courses minimum educational qualification for selection of candidates is HSSLC (10+2) or equivalent and or as per latest guidelines of Indian Nursing Council (INC)
e) For GNM courses minimum educational qualification for selection of candidates is HSSLC (10+2) in Science or equivalent and or as per latest guidelines of Indian Nursing Council (INC).
f) For B. Sc. Nursing & Para-medical courses minimum educational qualification for selection of candidates is HSSLC (10+2) in Science or equivalent with Physics, Chemistry and Biology with a minimum of 45 % marks in the above mentioned subjects taken together, as per latest guidelines of Indian Nursing Council (INC).
g) Age: ANM students have to be in the age group of 17-27 years as on 1st January of the year of admission.
h) Age: GNM/B.Sc. Nursing and Para-medical course students have to be in the age group of 17-29 years on 1st January of the year of admission. Only Female candidates are to apply.
i) Physically Handicapped can also apply.
7.Selection of processThe Directorate publishes newspapers advertisements, in at least two local dailies, inviting applications in prescribed format for admission in to the courses of ANM/GNM/BSc Nursing and Para-Medical courses. Applications have to be submitted to the respective SDWOs. 9.Distribution procedureBond: On selection, the candidates before admission shall execute a bond to serve the Govt. of Assam for a period of 5 years in the prescribed form.
Payment for sponsored candidates will be made on receipt of fund from the Govt.
Scholarships against the eligible students are made directly to the candidates through e-transfer. 
10.Selection of Institutions for providing courses for ANM/GNM and Para-medical courses.The Director of TGT selects the Institutes for the course through a bidding process and by publishing NIT with the following the terms and conditions below:

The institutions should have recognition/affiliation from India Nursing Council, New Delhi, Assam Nurses “Midwives” & Health Visitors’ Council of Assam and NOC from Govt. of Assam.

The institutions should have parent hospital.

The intuitions should have proper infrastructure facilities.

The Institutions should have comfortable and secured hostel facilities for the students.

The Institutions should have at least 20 nos. (ANM) of seat vacancies for the session.

The Institutions should have a minimum 5 nos. (GNM) of seat vacancies for the on-going session of the current year for admission.

The Institutions should have sufficient number of faculties as per INC norms.

Course fee should be clearly mentioned.

Hostel fee should be clearly mentioned.

The Institutions must have minimum 1 years’ experience in the educational field and details of experience must be indicated in the applications.

A MoU has to be signed between of the selected institute(s) and Directorate.

11.Maintenance of records and MonitoringThis Directorate keeps proper records and monitors the implementation of the scheme.
12.Submission of progress reportThis Directorate will progress reports to the Govt. (The concerned institute will have to submit quarterly reports to the Director, TGT, on the attendance, performance and progress of each student).
13.Submission of utilization certificateThis Directorate submits the utilization certificate to the Govt. in time.
14.Audit by the AG (Audit), AssamMandatory Audit by the AG (Audit) Assam is conducted on an annual basis for which the Tea Tribes Welfare Department ensures regular and timely audit of the accounts of the Director, Welfare of Tea & Ex-Tea Garden Tribes, Assam by the AG (Audit), Assam.
15.Targeted period of completion31st March of each financial year.
